Phytosanitary, HACCP, HALAL, ISO 22000: What Importers Need to Know About Pakistani Rose Certifications

Every certificate that accompanies a commercial shipment of dried rose petals, buds, powder, or rose water from Pakistan — and what each one means for your import compliance.

Phytosanitary, HACCP, HALAL, ISO 22000: What Importers Need to Know About Pakistani Rose Certifications

Every shipment of Pakistani Rosa damascena from a legitimate exporter is accompanied by a stack of paperwork. Most importers see the certificates, file them with their broker, and never look closely. But each certificate has a specific role in your import compliance, and missing the wrong one can cost weeks of customs hold and thousands in demurrage. Here is what each document actually means.

Phytosanitary Certificate — The One That Stops Shipments at Port

Issued by Pakistan's Department of Plant Protection (DPP), the phytosanitary certificate confirms the shipment is free from quarantine pests and pathogens. Every importing country requires this for plant products under HS 0603, 1211, and 0904. The certificate must include:

This certificate is issued per-shipment and is valid for that shipment only. A new certificate is required for every new export.

HACCP — Food Safety Management System

Hazard Analysis and Critical Control Points (HACCP) is the international gold standard for food safety management. Pakistan-based exporters serving EU, US, and Asian food markets are typically HACCP certified by accredited bodies (Bureau Veritas, SGS, TUV Rheinland, etc.). HACCP applies to:

HACCP is mandatory for any food product entering the EU.

ISO 22000 — Global Food Safety Standard

ISO 22000:2018 is the international food safety management system standard. It integrates HACCP principles with ISO 9001 quality management framework. ISO 22000 certification covers:

For buyers in highly regulated markets (Germany, France, UK, USA, Japan), ISO 22000 certified suppliers are typically preferred or required.

HALAL Certification — IFANCA / SANHA / JAKIM

Halal certification confirms the product is permissible under Islamic law. For dried plant products, this primarily verifies: (1) no animal-derived processing aids, (2) no alcohol or impermissible additives, (3) facility separation from non-halal production. Kohenoor International is certified by IFANCA Pakistan (Islamic Food and Nutrition Council of America-Pakistan), which is widely recognized in:

Certificate of Analysis (COA) — Lab-Verified Quality

The COA is the third-party laboratory test report for the specific shipment lot. We use SGS, Intertek, or equivalent accredited labs. Standard COA covers:

Country-Specific Additional Requirements

How to Verify a Certificate is Genuine

  1. Cross-check serial numbers: every certificate has a unique serial. Look up via the issuing body's verification portal (DPP Pakistan, IFANCA, SGS Verify, etc.).
  2. Verify issue date: must be within 30-60 days of shipment date for phytosanitary; within validity period for HACCP/ISO/Halal.
  3. Confirm scope: HACCP certificate must explicitly cover the product category (e.g., "dried plant products and herbs").
  4. Check signature + seal: official issuing body stamp + authorized signatory. Photocopies of older certificates without current issue dates are red flags.

Frequently Asked Questions

Which certifications does Kohenoor International hold?

ISO 22000:2018 (food safety management), HACCP (food safety), HALAL (IFANCA Pakistan), GACC (China food import registration), ISO 9001 (quality management), and active phytosanitary certification by Pakistan's Department of Plant Protection. Every shipment includes a lot-specific COA from SGS or Intertek.

Is a Phytosanitary Certificate required for every shipment?

Yes, for all plant products under HS 0603, 1211, and 0904 to virtually every country. The certificate is per-shipment and per-lot — a new one is required for every new export shipment, even from the same exporter to the same buyer.

What is the difference between HACCP and ISO 22000?

HACCP is a hazard-analysis methodology focused specifically on food safety. ISO 22000 is a broader management system standard that incorporates HACCP within an ISO-style quality management framework. ISO 22000 is generally considered the more comprehensive certification and is increasingly required by major European and East Asian importers.

Is Halal certification mandatory for non-Muslim markets?

No, not mandatory. But Halal certification is increasingly seen as a quality indicator beyond religious markets — it signals strict facility hygiene and processing controls. Many European and US natural-product buyers specifically seek halal-certified ingredients.

What is a Certificate of Analysis and how often is it issued?

A COA is the third-party laboratory test report for a specific shipment lot. It is issued per-lot, by an accredited lab (SGS, Intertek, etc.), and covers species verification, moisture, microbial load, heavy metals, pesticide residue, and aflatoxins. Every Kohenoor shipment includes a lot-specific COA.

Is GACC registration required for shipping to China?

Yes, mandatory since January 2022. China's General Administration of Customs (GACC) requires all overseas food exporters to register through the CIFER system. Without GACC registration, food shipments to China are rejected at port. Kohenoor International is GACC registered.

How long are HACCP and ISO 22000 certifications valid?

Both are valid for 3 years from issue date, with annual surveillance audits required to maintain certification. Major lapses found in surveillance audits can result in certification suspension.

What happens if a certificate is found to be fraudulent?

Fraudulent certification results in immediate shipment rejection at port, exporter blacklisting by the importing country's plant protection or food safety authority, possible criminal prosecution under the exporting country's export control laws, and loss of all current and future contracts. The risk-reward of fraud is so unfavorable that no legitimate exporter would attempt it.

Can I request a specific lab for COA testing?

Yes. Our default labs are SGS Pakistan and Intertek Pakistan. On buyer request and additional cost (typically $300-600 per lot), we can route samples to specific labs preferred by the buyer (e.g., Eurofins for European buyers, Bureau Veritas for some Asian buyers).

Are organic-certified products different from regular certified products?

Organic certification (EU Organic, USDA NOP) is an additional certification layered on top of standard food safety certifications. Organic confirms the product was produced without synthetic pesticides, fertilizers, or genetically modified organisms. Kohenoor offers EU/USDA organic-certified products on a project basis with 6-12 month lead time and 30-45% price premium.
